Inter-State Circulation Managers Association

The Inter-State Circulation Managers Association (I-SCMA) was active from 1917 to 2024.   The group was formed at the tail end of World War I with a mission to ensure newspapers could be delivered under any circumstances.   Lifelong partnership were formed, and massive amounts of information was shared during these 100+ years of networking and collaboration.

In 2025, I-SCMA agreed to unofficially partner with NEACE and two I-SCMA members (Susan Probert & Tom Salvo)  joined the NEACE board of directors.  Many former I-SCMA members immediately signed up for NEACE membership too.

Betty J. Way Carrier of the Year Award (2006-2023)

Each year, I-SCMA recognized the best carriers at member newspapers with the Betty J. Way Carrier of the Year Award.

The Betty J. Way Carrier of the year award is presented in honor of Betty J. Way, two-time Past President, Honorary Member and recipient of the I-SCMA Achievement Award. This award exemplifies Way’s deep love and appreciation for newspaper carriers of all ages and the distinguished service they provide to their communities and customers.

In 1992, Way became the first woman president of I-SCMA. She worked at The Patriot-News for more than forty years, and served as its Circulation Director for more than two decades before she retired in 2003.

An active member of I-SCMA, Way also worked with the International Managers Association, Newspaper Association of America, and the Pennsylvania Newspaper Association.

  • Youth: ages 18 and under
  • Adult: ages 19 to 54
  • Senior: ages 55 and over

Eligibility:

Any I-SCMA member newspapers’ contracted carriers are eligible to participate. The applications of the winners will be forwarded to the NAA Carrier Contest as long as the carriers’ paper is an NAA member. I-SCMA will also accept application copies of the PNA contest.

Award:

First place winners in each category will receive a framed certificate and $250. First place winning carrier’s managers will receive a $50 reward.

Second place winners in each category receive a certificate of recognition.

V.T. Curtis Citation Award Recipients (2000- 2023)

The V.T. Curtis Citation Award is presented in the honor of Vee T Curtis, Past President, honorary member and recipient of the I-SCMA Achievement Award. He was a willing and active member who took great pride in I-SCMA. This award perpetuates Mr. Curtis’ great love of those who made a significant contribution to their community and to the newspaper industry. He was a great, talented and genuinely good man, admired by all that knew him.

Mr. Curtis worked for forty-five years in the circulation department of The Washington Post and earlier at The Washington Times-Herald. He joined the Times-Herald circulation department when the newspaper was acquired by The Washington Post in 1954, and subsequently joined the circulation staff of The Washington Post as City Home Delivery Manager. In 1968 he became Assistant Circulation Director and in 1973 was promoted to Circulation Manager. Before retiring in 1980, Mr. Curtis was promoted to Assistant Vice President for circulation in 1979.

Mr. Curtis was a dedicated member of the International Circulation Managers Association.

Candidates:  Any carrier who has performed an outstanding service to their fellow human while carrying out the duties of their newspaper route.

Carriers were recognized by a plaque for their efforts. Carriers who’s act results in a life saving effort also received a $100 U.S. check. If the carrier’s life is put at risk, the bond will be for $200.
